Stephen Herr is the General Manager of our prominent and beautiful Forest Heights Community. Stephen took over the reins in 2008 and has provided the leadership to guide the community down the path of positive change ever since. Stephen holds the titles of Certified Manager of Community Associations (CMCA) 1997, Association Management Specialist (AMS) 2008, Professional Community Association Manager (PCAM) 2010 and Community Association Management Professional in Oregon/Washington (CAMP) 2011. He is dedicated to providing quality community services and is committed to maintaining the Forest Heights mantra as the “best place to live in Portland”.
Stephen believes that there are three keys to successful Home Owner Association (HOA) management; communication, financial planning and effective proactive management. He enjoys navigating through the daily challenges of our community and understands that his primary role is to protect, maintain and enhance community and property values.
Born and raised in Maryland, Stephen was educated in New England and holds a BS in Recreation and Leisure Services with a minor in Business administration from Springfield College, Springfield Massachusetts. Stephen moved west to Lake Tahoe in 1980 after a two year stint in the Caribbean working for Caribe Hilton International. He and his family relocated to Oregon in 2006 from beautiful Incline Village, Lake Tahoe after decades in resort community association management. Stephen is an outdoor enthusiast and enjoys numerous outdoor sports including hiking, biking, skiing, tennis or a round of golf.
Molly McManus-Oliver
Compliance Coordinator

Molly joined the Forest Heights staff in July, 2009. She brings with her several years of property management experience, having previously owned a local residential firm. She currently works Tuesdays, Wednesdays and Thursdays from 9 to 3:30. In her role as Compliance Coordinator, she works with owners to achieve compliance with the rules and regulations of Forest Heights, coordinates the work of the Architectural Review Committee and investigates and responds to complaints. Molly’s goal is to help you understand the governing documents of Forest Heights and to assist you in working within those rules and regulations to help protect the property values of all, while helping to maintain the pre-eminence of Forest Heights as a community. Born and raised in the Portland area, she lives with her family in the adjacent neighborhood of Cedar Ridge.
Judith Souers
Office Administrator & Bookkeeper

Judith joined the Forest Heights staff in January of 2011 with experience in full cycle bookkeeping and office management having worked as the sole accounting staff member at Thompson AdFocus, Inc. for over 10 years. In her role as Office Administrator and Bookeeper, Judith is the primary contact for owners regarding their accounts with the HOA. Judith is responsible for all accounting functions – from member assessments to accounts payable, payroll & insurance to accounts receivable - Judith is the “go to person” for all questions that have a dollar sign in them. Judith is also responsible for all general office functions. In addition, Judith is also the staff liason to the Go Green Committee and is a Certified SOLV Stream Team Captain. When she’s not balancing ledgers or organizing Go Green events, Judith is busy designing and redesiging her own garden.
Kimberly Monaco
Marketing, Communications and Event Coordinator

Kimberly joined the Forest Heights staff in January, 2010, and brings over 20 years experience developing marketing and communication plans for companies ranging in size from 50 to thousands of employees. In her role as Marketing, Communications and Event Coordinator, Kimberly’s primary responsibility is to ensure the delivery of clear, consistent and proactive communication between the Homeowners Association and the Forest Heights community. As staff liaison to the Communications Committee, Kimberly’s goal is to help strengthen the HOA’s current communication channels and to develop new methods of communication that will enhance the experience of living in Forest Heights. In addition, Kimberly serves as staff liaison to the Community Activities Committee and is responsible for planning and executing all Forest Heights community events.
Richard Metzger
Maintenance Supervisor

Richard joined the Forest Heights staff in March 2003 as the Maintenance Supervisor. He has over twenty years of experience working in the landscape construction industry around the Portland area. Richard’s main responsibilities include maintaining 200+ acres of common area within Forest Heights, 11 miles of improved common space, Mill Pond Park and playground, 11 entrance monuments and over 6 miles of the Forest Heights private trail system. Richard also ensures that the natural areas within the neighborhood remain accessible and safe for all residents while at the same time adhering to the association’s aesthetic requirements. Richard plays an integral role in the abatement of invasive species within Forest Heights. In addition, Richard and the maintenance team assist in the planning and execution of all Forest Heights events.
Juan Guerrero
Maintenance

Juan joined the Forest Heights staff in August 2005 as part of the maintenance staff and has over 10 years experience in the field of landscape maintenance, construction, irrigation and painting. His many responsibilities include building and maintaining over 6 miles of the Forest Heights private trail system, drainage and irrigation management, invasive species abatement, park and common area maintenance and seasonal planting throughout the community.
